OK found the issue. Google changed something, forcing the App files to move. Problem is that the Google blocks access to the new location with standard MyFiles app. I was able to get there with another app in the playstore:
Xiaomi Inc File Manager

The new .Torque/ folder is:
/Android/Data/org.prowl.torque/files/

I did it. But in my app is look it diferent:

Think the dashboard only saves the dials, not the theme.

I choose Prius GenII blue. And added a background image.

Not that I am aware off. Would recommend though to get the app from the store instead of an APKmirror (if I understood you correctly). The app is actively updated, not in the last place to keep intune with the changes in android itself. It is not uncommon for older versions to misbehave due to OS updates.
